Their issue is closely monitored, since they may permit access to secure areas. The plates used to be a distinctive red, white and blue, with no date tag on them. Plates for senior consular officials ONLY, had CD (Corps Diplomatique) identification marks.  Very different from Kelley's vanity license plates, from Florida DMV.
