If this is true, and he can prove it, this agent would have committed rape, by threat , force or intimidation useing her official position to threaten the victim . If she was a real agent investigating his taxes it is a felony, to have sex with anyone who is in your custody or care. Whether they consent to have sex with you or not is not relevant. This case sounds stupid and funny because it is a man makeing the charge against a woman. Society does not seem to think men could be victims under this circumstance only women can be victims, T he law protects both sexes. If this case is true it is going to be interesting to watch . It would be bribery in the least.
