Clinton had nothing to do with the Dot Com positive effect on the economy - he just happened to be in office at the right time before it burst.
 
Also, that link does not support your and the leftists claims that Clinton had a surplus.  If Clinton had a surplus of  $62.904 billion, why did the government borrow $1.395 trillion during that time which was passed on? As is usually the case in claims such as this, it has to do with Washington doublespeak and political smoke and mirrors. Fact; Clinton did NOT pass on a surplus to Bush, it was a debt..

He was  the cause almost single handedly for the disaster to the economy once he was out of office that was all blamed on Bush.  Clinton did create a housing bubble and bad mortgages with his pressure on the regulators/banks  concerning the Community Reinvestment Act (CRA), and worse he created and passed on the derivatives timebomb created by the Commodity Futures Modernization Act  (CFMA) of 2000.
